When /var/log/nologin exist, we will disable user login and display the content of the files to refuse user login.

5.2 /etc/ftpwelcome

If /etc/ftpwelcome exist, before user login, we will display welcome messages in the file.

5.3 /etc/ftpmotd

After user login, display welcome messages in the /etc/ftpmotd.
